Are guys nervous to start conversations with girls he likes?

Maybe he's playing hard to get or he wants you to make the first move or he's shy. I'm in the same place as you. At work there is a really cute guy and we're so 'playful' but it doesn't go anywhere. I really like him but....well you know lol
