Bringing dog back to shelter?

I got a chi from the shelter on Monday and it's been hell my other dog hates him and constantly fights with him, and he pees everywhere, won't sleep at night and won't come near anyone, when we met him in the shelter it was totally different, my dog got along with him and he wasn't scared of us.. I am really confused and I dont know what to do????
