Is .NET framework necessary for burning CDs?

At some point in the past few years, I uninstalled my CD burning software (I don't remember why). I'm looking for a freeware CD burning program now, and one that I saw apparently requires .NET framework. I tried to download .NET framework 3.5, but it stalled near the end. So... uh... are there any CD burners that don't require it? Is there any reason why progress would freeze for atleast 5 minutes during the download? Should I just try downloading the .NET framework again?
