What general atmospheric conditions are most conducive to the formation of tornadoes?

First response is correct as far as it goes. Another "useful" factor is what is called a dry line -- a boundary between moist air and much dryer air. Dry air can support a much larger temperature gradient than moist air, and this will exacerbate lift in tropical air that it meets.
