My sisters baby is 1yr 8 months old.he doesnt respond to us & not speaking also. no eye to eye contact plz hlp

as refered earlier the baby is not giving eye to eye contact with any one us.he responds to music tv & everything else other than human beings .he is in his own world playing ,laughing , clapping etc. plz hlp
