What reason would an undercover officer have to lie about his name in a random traffic accident?

Either A) He was undercover and did not want to reveal his true identity; or 2) He had false ID and thought he could escape the consequences. Since he has been suspended without pay, his supervisors evidently thought that #2 was the more viable explanation.
