What towns in Japan were not hit hard by the Tsunami & earthquake?

Were there any towns in Japan that were not hit very hard by the Tsunami & earth quake . Today 3-21-2011 are there any areas where stores are open and people are able to start getting back to normal life ? If yes please let me know what towns ,villages or areas of Japan were not hit ( as bad as others .)
