Isn't it true that Democrats made blacks dependent on government?

The Republicans freed the blacks and the Democrats enslaved them again. Blacks were given the opportunity to go as free men and women and then the Democrats came up with welfare to keep the poor poor and the rich rich. I fail to understand why that is hard for people to see. All my life I have listened to the poor complain about the rich while they sit and wait on that government check which isd provided by the working people that pay taxes. I very seldom here middle cl complaining about the rich because they actually know how it works.
