Fishing handcap person in the state of ind?

I'm not sure what the question is asking. Some states offer free fishing license's to handicapped individuals. It's a lot of fun to take someone fishing, especially someone that has never been fishing due to their handicap. My aunt works with many people with handicaps whether they are blind or have autism or some other disorder. One of her "clients" who was blind wanted to go fishing and since I love fishing, my aunt asked me to help. We went to a place that was easily accessible but had a low catch possibility. As it turned out, I was out fished by a blind man. He caught more than me. Not only was he excited about catching the fish, but I got a real kick out of helping him catch the fish.
