Can i be in the middle lane as long as its for less than 1 mile?

i was driving a roll off truck pulling a trailer got off the 55 fwy on chapman goin east bound looking for the address i was sent to, i noticed the addresses were too high and i should of got off on chapman but on the 57 fwy, so i went in a parking lot came out now heading west toward the 55 fwy to get back on, i stayed in the middle lane only till i saw wich side of the street the entrance was on (not even 1mile) i got pulled over by a city cop under the freeway overp for being in the improper lane . i thought we had to be driving in the wrong lane for more than 1 mile am i wrong, like i said this cop was not familiar with commercial laws cause he had his penal code book out had me wait for 45 mins till he thought he found something.
